Position Summary
We are seeking an experienced Civil Engineering Project Manager to oversee all aspects of civil engineering and geotechnical design for new store development and existing site expansion projects. This individual will manage engineering consultants, provide technical expertise throughout the site development process, and ensure projects comply with company standards as well as all applicable federal, state, and local regulations.
The ideal candidate will have a strong background in commercial site development, civil engineering, geotechnical coordination, permitting, cost estimating, and cross-functional project management.
Key Responsibilities
Civil Engineering & Site Development
- Lead the development and execution of preliminary and final civil engineering plans through external engineering consultants.
- Establish project direction by reviewing conceptual, preliminary, and final site plans.
- Ensure all engineering plans comply with company design standards, municipal codes, and permitting requirements.
- Oversee site-specific civil engineering, grading, drainage, utility, and geotechnical design to optimize cost, schedule, constructibility, and long-term site performance.
- Develop engineering solutions that improve customer experience while maintaining project profitability.
- Resolve permitting challenges by working with municipalities, consultants, and regulatory agencies.
- Provide engineering support during construction to resolve civil and geotechnical issues.
- Evaluate prospective development sites and provide engineering input to support real estate due diligence, negotiations, and acquisition decisions.
- Partner with Facilities teams to resolve engineering issues at existing locations.
- Travel approximately 25% to support projects throughout planning, construction, and post-opening evaluations.
Project Cost Management
- Develop and maintain conceptual and final engineering cost estimates for all projects.
- Prepare technical documentation and approval packages supporting business decisions throughout development and construction.
- Coordinate with Environmental, Construction, Real Estate, Design, Operations, Marketing, IT, and other internal stakeholders to identify project risks and budget impacts.
- Participate in development, pre-construction, and construction meetings while providing technical guidance and engineering recommendations.
- Evaluate engineering costs associated with prospective development sites.
Consultant Management
- Manage civil engineering, geotechnical, and utility exploration consultants.
- Prepare and administer professional service agreements.
- Evaluate consultant performance, quality, responsiveness, and cost effectiveness.
- Review engineering deliverables to ensure compliance with company standards.
- Negotiate consultant fees, scopes of work, and change orders.
- Review and approve consultant invoices.
Geotechnical Engineering Oversight
- Serve as the primary liaison with geotechnical consultants throughout site development.
- Review geotechnical reports and validate recommendations for constructability and cost effectiveness.
- Identify alternative engineering solutions based on subsurface conditions.
- Coordinate geotechnical findings with environmental and construction teams.
- Communicate geotechnical risks and recommendations to Real Estate, Construction, and Engineering stakeholders.
Existing Store Engineering Support
- Investigate engineering issues affecting existing locations.
- Collaborate with Operations, Facilities, Construction, and Project teams to develop effective engineering solutions.
- Prepare project scopes, budgets, and implementation schedules.
- Track project progress and maintain engineering communication logs.
- Utilize the Request for Information (RFI) process to resolve engineering questions during construction.
Risk Management & Regulatory Compliance
- Evaluate engineering risks and long-term liability associated with site development.
- Interpret federal, state, and local engineering regulations and recommend compliant design solutions.
- Coordinate with regulatory agencies, municipalities, and Authorities Having Jurisdiction (AHJs).
- Maintain documentation supporting regulatory compliance.
- Assist with updating company engineering standards and procedures as regulations evolve.
- Provide guidance to internal stakeholders regarding engineering code interpretations and compliance requirements.
Engineering Standards & Continuous Improvement
- Collaborate with internal departments to improve civil engineering standards and prototype site designs.
- Research new construction materials, technologies, and engineering practices.
- Support special projects involving existing store improvements.
- Incorporate construction lessons learned into future design standards.
