Key Responsibilities:
Strategic Procurement & Category Management
Build and execute category strategies for EPC (Engineering, Procurement & Construction) and key services (e.g., geotechnical, civil, electrical, logistics, O&M, owner’s engineering).
Develop supplier market intelligence: capacity, pricing trends, lead times, risks, and innovation in the US’ renewable ecosystem.
Create sourcing plans per project stage (development, pre‑FID, execution), aligning with cost targets (LCOE/TIC) and schedule milestones.
Establish Key Supplier relationships and long-term strategies
Provide costing baselines and budget assumptions aligned with engineering for the different project stages
Tendering & Bidding
Lead RFI/RFP/RFQ processes: scopes, BoQs, technical appendices, commercial terms, evaluation criteria, and bid clarifications.
Coordinate cross‑functional bid reviews (Engineering, Development, Finance, Legal, HSE, Quality).
Drive competitive tension, robust bid leveling, and TCO comparisons to recommend award decisions.
Contracting & Negotiation
Structure and negotiate EPC and services contracts (bespoke and standard forms; familiarity with FIDIC or equivalent frameworks).
Define and secure risk‑balanced terms: performance guarantees, LDs, warranties, schedule obligations, change orders, payment milestones, bond/insurance requirements.
Collaborate with Legal to ensure contract enforceability and compliance with local regulations.
Execution Support & Supplier Management
Facilitate kick‑off and contract handover to Project Management and Construction teams.
Establish supplier performance KPIs (HSE, quality, schedule adherence, cost control, claims).
Lead issue resolution (variations, claims, delays) and drive continuous improvement with strategic vendors.
Monitor market changes (materials, equipment, labor) and update cost benchmarks.
Governance & Compliance
Ensure procurement governance, audit readiness, and alignment with internal DOAs (Delegation of Authority).
Uphold ethical sourcing, anti‑bribery/AML, ESG, and HSE standards.
Maintain rigorous documentation: tender records, evaluations, commercial memos, contract versions, and supplier scorecards.
