Duties

This position is located in Police Service and incumbent serves as a Supervisory Police Officer (Operations Officer). Incumbent will supervise Supervisory Police Officers, and will ensure that an adequate number of staff is on duty to meet the workload requirements for the Richmond VA Medical Center. In this position as a condition of employment the incumbent must pass a Physical exam and Psychological exam on an annual basis.

As a condition of employment the incumbent must qualify bi-annually with the Department issued firearms. This position is under the direct supervision of the Deputy Chief of Police Service and serves as department head in the absence of the Chief and Deputy Chief of Police Service.

-Incumbent plans, prepares and makes changes in the organization of work assignments and functions for police officers assigned to the respective tour of duty on a seven-day a week basis.

-Incumbent will ensure all officers complete all mandatory weapons training, mandatory continuous learning training, conduct reviews of police reports and journals.

-Establishes procedures and controls for the deterrence of crime, develops reviews and reports to the Deputy Chief of Police Service workload statistics and requirements, also overtime statistics and requirements.

-Accomplishes daily administrative functions, reviews crime reports and other written reports submitted by the police officers and holds corrective sessions to ensure accuracy and completeness.

-Assures compliance with federal, state, county, and municipal laws and ordinances as they pertain to VA property and agency rules and regulations pertaining to law enforcement work.

-Conducts preliminary and follow-up investigations of violations of federal and state laws, and investigations of violations of VA policy and regulations.

-Supervises the daily law enforcement operations of the Police Service program that promotes and ensures the ability of the VA to provide a secure and safe environment to veterans, visitors, and employees.

Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement Monday, April 24, 2017.

Experience level required for promotion in one-grade interval series. In a one-grade interval series, experience at the second lower grade level can be credited when there is no position in the normal line of progression that is one grade lower than the position being filled. When this provision is used for promotions requiring competition under agency's merit promotion plan, the fact that employees can qualify with at least 1 year at either the next lower level or the second lower level must be stated in any vacancy announcement.

Specialized Experience:

GS-09

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: possessing one (1) full year of specialized experience, equivalent to, or at the GS 8 level in Federal Service that equipped you with the particular knowledge, skills, and abilities to perform the duties of Police Officer.

Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

Education

No substitution of education or training may be made for the required specialized experience at GS-9 level.
