In this position you will supervise and coordinate skilled operations, maintenance, repairs and minor construction activities for the Facilities Maintenance Division, on commercial and residential Heating, Ventilation, Air Conditioning, Refrigeration (HVAC/R) and Plumbing systems. You will coordinate assigned activities with other divisions, outside agencies and the general public as well as provide staff assistance to higher level supervisory and management staff. You will also function as the HVAC/R and Plumbing subject matter expert for the Facilities Maintenance Division.

This position is subject to budget required furloughs to be implemented in the 2026 calendar year, and any furloughs subsequently approved.

Responsibilities

  • Select, train, motivate, and evaluate assigned staff; direct, coordinate, and review the work plan for skilled operations, maintenance, repair and minor construction services
  • Schedule and assign work activities; monitor workflow; inspect, review and evaluate quality of work, methods and procedures; meet with staff to identify and resolve problems
  • Estimate supplies, materials, personnel and equipment required for routine and complex work
  • Assist in preparing scopes of work, bid specifications, and contracts for services and equipment acquisitions; coordinate the selection of outside maintenance/construction contractors and equipment
  • Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures
  • Coordinate the operational activities of assigned staff, third part contractors and other divisions, outside agencies and the public
  • Participate in the development and administration of assigned budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments
  • Oversee and ensure compliance with city, county, state and federal rules, regulations and specifications
  • Identify opportunities for improving service, delivery methods and procedures; review with appropriate management and staff; implement improvements
  • Coordinate activities with other divisions, outside agencies and organizations and the public
  • Answer questions from citizens; resolve complaints, problems and concerns
  • Prepare and present staff reports and other correspondence as necessary

Knowledge

  • Heating, ventilation, air conditioning, refrigeration and plumbing maintenance and repair methods and techniques
  • Equipment, materials, chemicals and supplies use in facility maintenance
  • Pertinent federal, state and other local laws, codes and regulations
  • Occupational hazards and standard safety practices

Ability

  • Stay current on new trends, innovations, and technology specific to facility maintenance
  • Oversee multiple work projects
  • Communicate clearly and concisely, orally and in writing
  • Establish and maintain effective working relationships

Minimum Qualifications

  • A high school diploma or GED
  • Five years of full-time facility repair or maintenance experience
  • At least one year of supervisory experience

Preferred Qualifications

  • Specialized technical training related to facility maintenance
  • Possess a trade certification such as Electrical Journeyman/Masters license
  • Facility maintenance experience in a municipal government setting
  • Contract administration and oversight experience
  • Knowledge/experience in lateral maintenance disciplines such as HVAC, plumbing, and/or structural
