Overview
We are seeking an experienced Senior Project Manager to lead the successful delivery of large-scale, complex IT initiatives. This role is responsible for managing multiple project teams, coordinating parallel workstreams, and ensuring projects are delivered on time, within scope, and aligned with agency standards and governance requirements.

Job Description
The Senior Project Manager will report to the Program Manager and oversee the planning, execution, and delivery of complex technology initiatives across the Virginia Department of Transportation. This position plays a critical role in driving project success through all phases of the Commonwealth Standard for Project Management, including Pre-Select, Initiation, Planning, Execution and Control, and Closeout.
The ideal candidate will bring strong technical project leadership experience, working closely with development teams, business stakeholders, enterprise architects, security teams, and external vendors. This role requires the ability to manage project scope, schedules, budgets, risks, testing activities, vendor performance, and governance compliance while supporting modernization initiatives, cloud technologies, application migrations, and emerging AI-enabled solutions.
Responsibilities
Project Leadership
Lead large-scale, complex IT projects from initiation through closeout while ensuring alignment with Commonwealth and agency project management standards.
Direct multiple project teams and parallel workstreams to achieve project objectives within established timelines and budgets.
Manage project scope, schedules, resource planning, deliverables, and milestone tracking.
Oversee change management and release activities to support successful project deployments.
Technical Project Management
Partner with development teams, technology owners, enterprise architects, and business leaders to deliver multi-platform technology initiatives.
Provide senior-level project guidance for cloud modernization efforts, infrastructure upgrades, application migrations, and remediation initiatives.
Support planning, estimation, and technical decision-making through knowledge of infrastructure, databases, APIs, and application architectures.
Ensure project solutions comply with agency architecture standards, security policies, and governance requirements.
Risk, Quality, and Testing Management
Identify, assess, and mitigate technical, operational, security, and vendor-related risks throughout the project lifecycle.
Coordinate testing strategies, test plans, test cases, acceptance criteria, and validation activities.
Monitor project quality metrics and ensure deliverables meet established standards and business requirements.
Drive issue resolution and proactive risk management to maintain project momentum.
Vendor and Stakeholder Management
Manage vendor, consultant, and contractor performance throughout project execution.
Coordinate procurement activities, contract alignment, statement of work validation, and vendor deliverable oversight.
Evaluate vendor performance using defined KPIs and SLAs to ensure contractual compliance and quality outcomes.
Facilitate collaboration across leadership teams, business units, technical groups, and governance bodies.
Project Reporting and Communication
Maintain comprehensive project documentation, including budgets, schedules, status reports, risks, issues, and performance metrics.
Deliver regular project updates to stakeholders and leadership in accordance with established communication plans.
Translate complex technical concepts into clear business-focused communications for both technical and non-technical audiences.
Support training, operational readiness, and knowledge transfer activities to drive successful adoption of project outcomes.
