Duties
SECURITY
ASSISTANT (DISPATCHER) – PD# 11207-A
Incumbent must undergo and successfully pass a Department of Veterans Affairs and California Department of Justice background investigation as a condition of employment. Must maintain a favorable security clearance while encumbering this position.
MUST ATTEND and successfully pass the VA Law Enforcement Training Center Dispatcher course and MUST ATTEND a California POST Dispatcher course.
As determined by Management, incumbent may be assigned to work any of the established tours of duty (2 shifts per day) and is subject to work periodically out of their ordinary scheduled tour of duty to fill in during absences, training, or other reasons. Subject to work weekends and holidays. May require the incumbent to work split tours of duty when needed.
The incumbent is responsible for providing
security monitoring, dispatch services, alarm monitoring, and voice/data
communications services for the VA Northern CA Health Care System (VA NCHCS).
He/she will use approved radio techniques and assure proper radio procedures
are followed. The incumbent is responsible for reporting to the Communications
Supervisor, on-duty police supervisor or the senior police officer, as
necessary. Some of the duties include, but are not limited to:
- Monitors
and operates the intricate surveillance system during assigned tour of duty.
- Must
be knowledgeable of police operations to detect criminal activity via the
surveillance system.
- Receives
all routine and emergency phone calls and dispatches appropriate police
personnel on a priority basis in accordance with established rules and
procedures.
- Screens
incoming switchboard calls, before making appropriate connections.
- Enters
police related data into VA Police System.
- Responsible
for managing VA NCHCS send-word-now system for event/incident response.
- Must
regularly handle a variety of difficult calls requiring extensive personal
involvement, i.e., emergencies such as cardiac arrest, fire, active shooter,
disaster codes, bomb threats, severe weather, etc.
- Document
nature of call, caller’s name, caller’s phone number, and time received; may be
required to gather additional information that may be useful to responding
officers.
- Present
a professional telephone and radio presence, and offer a cooperative demeanor
to all contacts.
- Responsible
for monitoring the over 800 VA NCHCS panic, intrusion, and temperature alarms
via computer system.
- Monitors
10 or more emergency call boxes, located in all areas of the Sacramento Medical
Center and Martinez Outpatient Clinic/Community Living Center.
- Runs
data checks which involve checking subject’s criminal history, active warrants,
missing person status, motor vehicle license and other requested checks.

Time-in-Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-4 grade level. Examples of specialized experience includes but is not limited to: Possess a general knowledge of the operations of the SSTV System; computer terminal; police radio communications system; medical center switchboard system; VA telephone system; intrusion/panic alarm system, NCIC/CLETS, and any other alarm systems employed at the Dispatch Center.
Possess sufficient administrative knowledge to effectively assign duties towards the accomplishment of the job and to complete tasks independent of direct supervision, while keeping the supervisor informed. Possess the ability to compose written documentation and to enter data into the computer terminal and communications log for record. Familiar with applicable federal and state criminal codes; police and medical terminology and codes as it applies to the operation of the position, and related police and medical procedures as outlined in appropriate regulations.
