Position Summary
The Humanitarian Assistance Support Contract (HASC) combines deep institutional expertise, technical leadership, and a strong commitment to U.S. missions. Through HASC, Team Credence provides operational and administrative support to the U.S. Department of State (DOS) to coordinate humanitarian assistance, disaster response, and foreign assistance efforts across multiple bureaus, maintaining a 24/7 response capability.
Credence is seeking experienced global health and international development professionals to join a G2G Co-Design Advisor Consultant Pool. Advisors will be deployed globally on project-based assignments to support the U.S. Department of State's Bureau of Global Health Security and Diplomacy (GHSD) in advancing the America First Global Health Strategy through the design and implementation of Government-to-Government (G2G) health assistance programs.
The G2G Co-Design Advisor (Consultant) will provide high-level technical, policy, and strategic advisory support to U.S. Government Embassies and partner-country governments as they transition health assistance programs toward direct government ownership and implementation. Advisors will collaborate with Ministries of Health, Finance, Planning, and other stakeholders to develop sustainable, accountable, and results-oriented G2G agreements that strengthen health systems and improve program outcomes.
Selected candidates will be admitted to a pre-qualified consultant pool and may be engaged for future task-order based assignments based on mission needs, expertise, language skills, regional experience, and availability.
Assignments may be short-term or long-term and may be performed in-country, remotely, or through a hybrid work arrangement.
Responsibilities include, but are not limited to the duties listed below:
Strategic Advisory and G2G Design
Advise U.S. Government Missions and partner governments on the design and implementation of Government-to-Government (G2G) health assistance programs.
Support the transition of health programs from traditional implementing mechanisms to G2G modalities.
Translate U.S. foreign assistance policies and priorities into country-specific implementation approaches.
Ensure alignment between G2G agreements and national health strategies, policies, and legal frameworks.
Stakeholder Engagement and Facilitation
Facilitate co-design processes involving Ministries of Health, Finance, Planning, and oversight institutions.
Lead workshops, consultations, technical working groups, and stakeholder engagements.
Serve as a liaison between U.S. Government agencies and host-country counterparts during G2G agreement development and negotiations.
Promote shared ownership, accountability, and transparency among stakeholders.
Program Development and Agreement Support
Support the development of G2G program frameworks, implementation plans, and operating procedures.
Advise on performance indicators, results frameworks, financial management structures, and sustainability planning.
Ensure program designs comply with applicable U.S. Government regulations and foreign assistance requirements.
Promote integration across health programs to improve efficiency and impact.
Risk Assessment and Compliance
Conduct fiduciary, operational, and programmatic risk assessments.
Develop risk mitigation plans, accountability frameworks, and internal control mechanisms.
Advise on compliance with U.S. Government policies, regulations, and reporting requirements.
Support the design of financial oversight and audit processes.
Monitoring, Evaluation, and Learning (MEL)
Design MEL frameworks, performance measurement plans, and learning strategies.
Analyze health system data and performance information to inform program design.
Support adaptive management and evidence-based decision-making processes.
Integrate monitoring and reporting requirements into G2G agreements.
Coordination and Reporting
Coordinate with State Department, CDC, and other interagency partners.
Prepare briefing materials, reports, decision memoranda, and other strategic communications.
Provide regular progress reports and deliverables to GHSD and Mission leadership.
Support documentation required for G2G approval and implementation processes.
