Job Description

Leadership and program management where it matters most! BAE Systems is seeking an exceptional Program Manager for a high-visibility, strategic role supporting the United States Air Force's Intercontinental Ballistic Missile (ICBM) transition at Hill AFB, Utah. This is a pivotal opportunity to drive the environmental and real estate programs associated with the transition from the legacy Minuteman III to the next-generation Sentinel system. Operating within our Integration Support Contract (ISC), you will directly support the Air Force Nuclear Weapons Center (AFNWC) ICBM Directorate’s newly established Transformation and Infrastructure Division (NIH).

About ICBM Transformation

The transition of the ICBM fleet is a "Mega-Project" of national significance. To replace the 50-year-old LGM-30G Minuteman III, the Air Force is executing the largest construction project in its history—building entirely new, modern launch silos, launch centers, communications systems, and infrastructure. This modernization re-capitalizes the land-based leg of the U.S. nuclear triad, ensuring a credible deterrent against 21st-century adversaries. The Sentinel system will be deployed across the 90th Missile Wing (F.E. Warren AFB, WY), the 341st Missile Wing (Malmstrom AFB, MT), and the 91st Missile Wing (Minot AFB, ND), as well as test and training facilities at Vandenberg Space Force Base.

The Role

BAE Systems is looking for an experienced Program Manager to work as the ISC lead for Environmental and Real Estate Programs. This is a supervisory position.

As environmental and real estate lead you will supervise a team dedicated to the following functions:

  • Developing, writing, implementing, and managing environmental programs that include:
  • Collaborating to develop an Integrated Master Schedule (IMS) that successfully executes all environmental compliance and permitting requirements .
  • Identifying, developing and managing risks associated with environmental programs.
  • Clean Air Act (CAA), Clean Water Act (CWA), and Resource Conservation & Recovery Act (RCRA) material oversight and management at multiple military installations; Endangered Species Act (ESA) Section 7, and National Historic Preservation Act (NHPA) Section 106 compliance management; National Environmental Policy Act (NEPA) and analyses in accordance with Air Force Environmental Impact Analysis Processes that may include the development, management or oversight of:
  • Environmental Impact Statements (EIS)
  • Environmental Assessments (EA)
  • Categorical Exclusions (CATEX)
  • Classified Annexes that support NEPA documentation
  • Programmatic Environment Safety & Occupational Health Evaluation (PESHE) plan management to include:
  • Hazardous Material Management Plan review
  • MIL-STD-882E compliance
  • Interface with multiple State Departments of Environmental Quality (DEQ) to ensure compliant execution of environmental strategies.
  • Familiar with using and developing an Environmental Management System
  • Provide cross-sector program management; includes but is not limited growing BAE Systems Inc environmental / construction related disciplines that support existing and future contracts and involves resourcing and execution oversight
  • Real Estate: Overseeing people and processes working to obtain agreements with landowners across multiple states to obtain the necessary rights to support construction activities
  • Working to optimize agreements to balance government requirements with landowner needs
  • Identifying efficiencies and advise improvements to ensure the success of land acquisitions.
  • Providing rigorous analysis, technical coordination, and management frameworks that allow USAF [and USACE] leaders to make informed, timely decisions on ICBM real estate programmatics

This is a highly visible position that will interact with the Air Force Nuclear Weapons Center, U.S. Army Corp of Engineers Joint Task Force, and the United State Air Force.
