BB&E is an employee-owned civil and environmental engineering and consulting firm serving federal and industrial clients. Working across facilities engineering, environmental consulting, and program and project management, the company supports complex built-environment initiatives with a focus on practical execution, technical quality, and client service.
This Construction Manager role supports BB&E’s A&AS contract and plays an important part in helping deliver facilities design and construction projects for a federal client. In this position, you will serve as a key point of coordination across project stakeholders, helping move work forward, address field issues, and support successful project delivery from pre-award activities through closeout.
Responsibilities
Tactfully and professionally communicate NAVFAC requirements and positions, engaging at multiple levels of authority to obtain decisive action from all affected parties, including the Construction Contractor, Supported Commands, and other agencies.
Review pre-final contract drawings and specifications, including technical RFPs, for constructability and compatibility with actual field conditions.
Participate in pre-award contract meetings, including Functional Analysis Concept Development meetings and constructability reviews.
Coordinate post-award contract meetings, including kickoff meetings, preconstruction conferences, partnering meetings, schedule acceptance meetings, design review meetings, LEED coordination meetings, Facility Turnover Planning Meetings, and final inspections.
Review contractor administrative submittals and coordinate review of technical Government-approved submittals, recommending approval or rejection in a timely manner.
Visit construction sites to monitor progress, solicit input from Engineering Technician/Quality Assurance representatives, review CQC reports, attend QC meetings, and recommend actions to ensure the contractor’s quality control program meets contract requirements.
Provide technical solutions to unforeseen construction issues through coordination with the designer and construction contractor, including review of qualifying field changes.
Provide project status updates to senior Government personnel within the field office.
Prepare property record inventory documents, including DD1354 Transfer and Acceptance of Military Real Property and Disposal of DoN Real Property, in accordance with NAVFAC Business Management System requirements and in coordination with Project Managers and the Installation Real Property Accountable Officer.
Complete contract closeout support activities, including tracking receipt and delivery of as-built drawings, O&M manuals/eOMSI, and warranty documents in accordance with NAVFAC Business Management System requirements.
Keep the Government sponsor advised of project status while independently planning and carrying out assigned work.
