SMX is seeking a Senior Systems Engineer - Naval Mission Planning System STORM/CMBRE for support to the Strike Planning and Execution Systems Program Office (PMA-281) at Patuxent River Naval Air Station in Lexington Park, MD.

This Senior Systems Engineer will support the NavMPS (Naval Mission Planning System) IPT with a focus on modernizing the Common Mission Bit Reprogramming (CMBRE) munition testing equipment for the Standard Tester of Reprogrammable Munitions (STORM) program. This is a custom hardware and software solution that is used by Aviation Ordnance operators to BIT test and reprogram modern munitions.

The program is focused on upgrading the legacy CMBRE system to address software and hardware obsolescence as well as implement new capabilities required by modern network enabled weapons and high tempo military operations.

This position allows for hybrid (mixed on-site and telework) efforts. Requires travel up to eight times per year.

Essential Duties Responsibilities

Apply systems engineering processes to the analysis, planning, development, verification, deployment, and documentation of the CMBRE system.

Analyze a variety of current and next generation mission operation domains in order to translate these into requirements and system views using MBSE.

Engage directly with Naval operators and Project Officers to evaluate gaps and identify improvements for CMBRE, and translate those into requirements, digital representations (Models, Use Cases, Interactions, etc), and recommendation briefs.

Collaborate with leadership, other engineers, vendors, and software projects leads in an Agile software development process.

Coordinate with Weapon System Explosive Safety Review Board (WSESRB) representatives to ensure the necessary safety testing and documentation is performed and the system is approved for operational use by the WSESRB.

Participate or lead working groups to address certification requirements and documentation for the software.

Participate on working groups to document and address cyber and security requirements, and ensure the system is verified/validated and meets these requirements.

Participate or lead risk management tracking and mitigation for assigned efforts.

Coordinate with test evaluation activities to ensure that the modernized CMBRE system is sufficiently verified validated.

Directly coordinate with (and in many cases lead) action teams that will include SMEs, engineers, vendors, and aircrew from the Navy, Marine Corps, and Air Force to analyze, plan, and address engineering and software challenges for the program.

Assist with vendor tasking, guidance, oversight in the development of technical SOWs, participation with TIMs, PMRs, and review of CDRLs.

Advise and assist NAVAIR executives, managers, and supervisors in the planning and implementation of systems engineering and digital engineering policy and guidance.

Support project planning and technical cost estimates.

Author reports, provide progress reviews, and brief Senior NAVAIR Leadership on status and technical analysis.

Required Skills Experience

Clearance Required: Secret

US Citizenship is required for work on DoD contract

Must have a have a master’s degree in a technical or scientific field from an accredited college or university

A bachelor’s degree in a technical or scientific field from an accredited college or university and an additional four (4) years of recent and relevant experience may be substituted for a master's degree

Must have minimum of ten (10) years of recent and relevant experience in an engineering position, three (3) years of which must be directly related to DoD systems.

Demonstrated experience in the area of engineering expertise is required.

Senior-level experience working engineering activities for a DoW technology program

Experience performing systems engineering activities for a DoW program.

Experience with DoW acquisition efforts (Cost, Schedule, Planning, Reporting, etc)

Ability to travel within CONUS up to 8 times per year

Desired Skills Experience

Experience in at least one of the following areas is strongly desired:

Experience in any of the following areas is considered enhancing but is not required.

Working software development and sustainment programs.

Working hardware information technology (IT) development projects.

Experience with munition safety assessment and WSESRB certification.

Experience with munition data interfaces

Prior military experience

Experience generating system requirements.

Experience with DoW mission planning

Producing and using Model Based Systems Engineering artifacts

Agile software processes

Cyber and system security

Software and computer technologies such as: Architectures, Networks, Mobile Platforms, Containerization, Linux

Software safety, testing, accreditations
