LOCATION: HAWAII HEALTH SYSTEMS CORP | General Accounting POSITION STATUS: 1.00 | EXEMPT SALARY RATE: $75,000.00 (Annual Salary) based on the FTE JOB DUTIES: The Finance Department directs the financial activities of the Corporation in coordination with the hospitals; develops policies and procedures to improve efficiency and effectiveness of financial management; provides direction to accounting and fiscal staff and prepares the biennium and supplemental budgets for the Corporation and its hospitals. This position is responsible for supporting the Director of Finance/Corporate Controller (DFCC) with a variety of financial projects to support HHSC with corporate-wide management services which involves gathering, investigating, researching, analyzing, planning, programming, and budget preparation for HHSC. MAJOR DUTIES & RESPONSIBILITIES: A. Budgeting and Financial Planning - 30% Prepares and assists with the development of the consolidated HHSC budget and related analyses. Coordinates and completes the Corporate Office and Maui Region operating budgets and cash flow budgets. Assists Corporate Office departments with budget preparation questions, general ledger detail analysis, and explanations of budget fluctuations to enable the Corporate Office departments to complete their budgets and all initiatives on time. Assists with creation and maintenance of all HHSC budget templates. Provides budget support to Regions as requested, including assistance with budget preparation, analysis, and reporting needs. Assists with preparation of responses and reports related to budget inquiries and financial planning activities. Prepares Corporate Office and Maui Region legislative budgets and consolidates legislative budgets on a consolidated basis. B. Accounting System Administration and Financial Operations - 30% Maintains vendor master records in the accounting system, including vendor setup, updates, 1099 classification review, and related research. Maintains customer master records for all HHSC facilities and assists facilities in setting up customer records at the facility level in the accounting system. Assists with month-end and year-end closing procedures in the accounting system for regional facilities. Assists with maintenance of reports and with distribution as necessary. Assists with maintaining financial data integrity and ensuring compliance with internal procedures. Downloads, compiles, and updates contractual allowance and bad debt allowance templates for all facilities on a monthly basis. Assists with cash ledger maintenance and related accounting support functions. C. Accounting Support - 20% Compiles journal entries and prepares uploads for intercompany transactions. Reconciles intercompany balances on a monthly and annual basis.Maintains supporting documentation for financial transactions and enters transactions into the accounting system as required. Performs monthly bank reconciliations and reconciles various` balance sheet accounts as assigned. Maintains lease schedules and supporting documentation for capital lease transactions. Works with Regions to ensure accurate and timely recording of all transactions. Assists with financial analysis, reconciliations, and resolution of accounting discrepancies. D. Project and Regional Support - 20% Maintains project records within the accounting system, including project setup, budget maintenance, and approved budget updates. Reviews projects on a monthly basis to ensure projects remain within budget and alerts facilities regarding unusual items or variances. Assists regional facilities with project-related accounting and reporting needs. Provides accounting and operational support to the Maui Region and other Regions as assigned. Performs other duties as assigned. THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week. EDUCATION: Bachelor’s degree in finance, accounting, business administration, or a related field. EXPERIENCE: Progressively responsible experience in administrative, professional or other analytical work experience is desired. DESIRED SKILLS: The candidate must be detailed-oriented and have the ability to analyze and evaluate facts; analyze facility needs and provide service to fulfill those needs; interpret pertinent laws, rules and regulations; prepare clear and concise correspondence and reports; maintain cooperative and effective relationship with public officers, departmental personnel and members of the general public. Knowledge of State of Hawaii government regulations, budget administration, organization and management analysis and public relations; pertinent rules and regulations, policies and procedures relating to administrative functions; research methods and techniques; and report writing.
