Job Description
The incumbent in this role will provide strategic leadership and oversight in the development and implementation of the Accounting Division's strategic goals and priorities. This includes budget development and financial oversight to ensure the integrity of the County's General Ledger, ensuring all reconciliations are completed in a timely manner, and maintaining the chart of accounts in compliance with Georgia's Uniform Chart of Accounts. Additionally, the incumbent will oversee the annual external audit and the preparation of the County's annual reports including the Budget Document and the Annual Comprehensive Financial Report.
Essential Duties
- Provides leadership and oversight for two teams performing the daily accounting and financial reporting functions for the County.
- Reconciles balance sheets and bank statement reconciliations
- Performs capital asset, capital project, inventory, and property tax accounting duties.
- Prepares monthly financial reports.
- Analyzes, troubleshoots and problem solves in accordance with best practices.
- Utilizes professional judgment in applying Generally Accepted Accounting Principles to the financial transactions of the County.
- Develops reports utilizing Oracle to provide relevant, timely data to facilitate sound decision-making at all levels of the County.
- Leads initiatives to promote operational efficiency, transactional accuracy, and continuous improvement.
- Ensure procedures are documented and maintained for all tasks in the division.
- Fosters a positive culture of collaboration, innovation, and continuous learning.
- Works with managers to support the development and implementation of professional development plans for division staff.
- Monitors compliance with relevant accounting standards, laws, regulations, policies, and procedures.
Public Speaking Duties
- Reporting to County Administration leadership, departments, and community partners, as needed.
- Presentations to kick-off year end close with all departments.
- Training Presentations for staff, departments, and leadership, as needed.
Grade
The grade for this position is 205. Salary will be dependent on education and experience.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
- Bachelor’s Degree in Accounting, Finance or a closely related field; AND
- Nine years of progressively responsible experience related to the area of assignment, including two years' experience as a manager; or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
- Certified Public Accountant (CPA)
Preferred Qualifications in addition to the above minimum qualifications
- Bachelor’s Degree in Accounting or Finance; AND
- Nine years of progressively responsible experience related to the area of assignment, including two years' experience as a manager; or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
- Preferred applicants will have Governmental Accounting experience and be proficient in the preparation of Annual Comprehensive Financials
