Main Purpose of Job
This is a Contractual position responsible for developing, planning, coordinating and directing fiscal operations and reporting related to the Preschool Development Grant Birth through Five (B-5) Grant. Also this position provides financial oversight for all grants and contracts for the B-5 as well as providing technical assistance for monitoring the financial and logistical aspect of financial procedures impacting grants and contracts for the program as a whole.\r\n
POSITION DUTIES
Provides program and fiscal\r\nmanagement recommendations to the assigned Assistant State Superintendent,\r\nBranch Chiefs, Program Managers, & Program Directors in accordance with\r\nexisting laws, regulations, agency procedures, & available Federal and\r\nState funding; oversees budgets, accounting, procurement, position funding,\r\naudit, and grants management aspects of educational programs; performs fiscal\r\nanalysis and develops reports to assist program staff with strategic fiscal and\r\nprogrammatic decisions; reviews, corrects, and approves accounting information\r\nfor grant awards, requisitions, credit card purchases and prepares and submits\r\nbudget adjustments for approval and approves minor budget modifications for\r\nsubmission to the MSDE Budget Branch; collaborates with e program administrators and the business services staff\r\nregarding formula procedures and systems\r\nfor reporting to the federal government; supports development of legislative fiscal\r\nestimates.\r\n
MINIMUM QUALIFICATIONS
Education:\r\nMaster’s Degree from an accredited four year college or university: coursework\r\nin Accounting, Business Administration, Economics, Finance, or Public\r\nAdministration is preferred.\r\n\r\n\r\nExperience:\r\nThree (3) years of experience in fiscal management working with professional\r\nbudgets, accounting standards, procurement, funding, audit and grants\r\nmanagement.\r\n\r\n\r\n\r\nNotes: \r\n1. Applicants may substitute graduate education in\r\nbusiness, accounting, economics, finance, or public administration at a rate of\r\n30 credit hours for each year of experience.\r\n\r\n2.\r\nApplicants may\r\nsubstitute additional experience as defined above for the required education at\r\nthe rate of one year of experience for one year of education, for up to two\r\nyears of the required education.\r\n

Applicants are subject\r\nto a criminal background investigation in accordance with the federal Family\r\nLaw Article, Section 5. Employees in this classification are subject\r\nto substance abuse testing in accordance with Code of Maryland Regulations\r\n06.01.09, Testing for Illegal Use of Drugs. Person appointed to position\r\nin this classification will be assigned duties which require the operation of a\r\nmotor vehicle including a car, five-passenger van, and a 12-passenger\r\nvan. Employees assigned such duties will be required to possess a motor\r\nvehicle operator’s license valid in the State of Maryland, and their driving\r\nrecords will be subject to investigation.\r\n
