One Federal Solution (OFS) is seeking a highly analytical and experienced Program Analyst to provide strategic program management, operational analysis, and executive-level support for complex, mission-critical initiatives within a federal environment. The successful candidate will serve as a trusted advisor to senior leadership by conducting program analysis, evaluating organizational performance, developing recommendations, and supporting data-driven decision-making across a broad range of administrative, financial, and operational functions.
This position requires exceptional analytical, communication, and organizational skills, along with the ability to manage multiple priorities while working collaboratively with senior executives, stakeholders, and cross-functional teams.
Program Analyst Key Responsibilities
Provide analytical and program management support for major, complex, and mission-critical management initiatives.
Serve as a subject matter expert and consultant to executive leadership on strategic planning, program goals, policy analysis, funding requirements, and organizational performance.
Analyze short- and long-range plans to identify trends, risks, opportunities, and impacts on organizational objectives.
Develop and implement analytical methodologies to evaluate program effectiveness and operational performance.
Define data requirements and establish research methodologies necessary to evaluate programs against strategic objectives.
Conduct qualitative and quantitative analyses to support executive decision-making and improve organizational effectiveness.
Manage and evaluate financial resources, human resources, administrative operations, management controls, and resource allocation processes.
Review, validate, prioritize, and monitor funding requests while supporting financial oversight and internal control processes.
Develop recommendations for organizational improvements, policy implementation, operational efficiencies, and management practices.
Analyze programs, organizational structures, and business processes to determine effectiveness and recommend enhancements.
Assess the economic impact, feasibility, practicality, and effectiveness of proposed or existing policies, standards, regulations, and programs.
Analyze legislative or regulatory changes and develop recommendations for new or revised policies, procedures, and program guidance.
Evaluate program performance using quantitative and qualitative measures to determine progress toward organizational goals.
Prepare executive summaries, reports, briefing materials, presentations, decision papers, and correspondence for senior leadership.
Analyze and integrate financial, procurement, technical, scheduling, and program management data to support planning and reporting activities.
Research complex administrative, operational, and programmatic issues and develop practical, well-supported solutions.
Coordinate responses to internal and external inquiries, ensuring consistency with organizational policies and strategic objectives.
Review, draft, edit, and finalize official correspondence, reports, and executive communications.
Support administrative and operational issues related to domestic grant programs and other organizational initiatives.
Develop reports, dashboards, presentations, and other work products to communicate program status, recommendations, and performance metrics.
Collaborate with leadership, program managers, and stakeholders to support strategic planning, operational improvements, and organizational initiatives.
Program Analyst Required Qualifications
Bachelor's degree in Business Administration, Public Administration, Industrial Engineering, Computer Science, or a related field (preferred).
Minimum of six (6) years of relevant experience supporting federal programs, program management, organizational analysis, or management consulting.
Demonstrated experience supporting executive leadership within a federal agency or government contracting environment.
Strong knowledge of qualitative and quantitative analytical methods used to assess organizational and program effectiveness.
Experience using Microsoft Excel, Microsoft Access, financial systems, databases, and other analytical tools to evaluate complex data.
Knowledge of financial management principles, applicable federal laws, regulations, policies, and procedures.
Ability to assemble, interpret, and analyze complex information and develop practical recommendations.
Strong analytical, problem-solving, and critical thinking skills.
Experience conducting organizational studies, business process improvement initiatives, and program evaluations.
Demonstrated ability to prepare executive-level reports, presentations, correspondence, and briefing materials.
Experience analyzing legislation, regulations, policies, and procedural guidance.
Excellent written and verbal communication skills with the ability to present findings and recommendations to senior leadership.
