Job Description:

Procurement and Contracting Services is looking for a Financial Analyst IV.

The Financial Analyst IV (FA4) reports to the Director of Procurement Financial Services within the Procurement and Contracting Services (PCS) Division and performs highly advanced (senior-level) financial analysis work related to various Health and Human Services Commission (HHSC) projects, including financial, cost, and budgetary analysis for various projects and complex procurements.

The Financial Analyst develops and evaluates cost proposals (CP) and oversees the preparation of financial capacity reports (FCR); performs cost evaluations, responds to inquiries, and recommends appropriate action to resolve financial, procurement, and regulatory issues.

Work involves in-depth reviews of statement of work language, consultative work sessions with stakeholders, to determing cost and payment structure, development of CP, administering financial processes and financial systems related to various types of projects and complex procurements; overseeing the compilation, review, analysis, accuracy, and evaluation of financial data to project anticipated costs related to policy changes, legislative changes, and modifications to services and deliverables related to HHSC projects and/or procurements.

Work also involves extensive sessions and correspondence with key stakeholders reviewing prior and current state program contracts. A thorough understanding of Request for Proposals, Request for Offers, Request for Qualifications, Request for Applications, and DIR (to include DIR Statement of Work, DBITS, etc). Coordinating the planning, development, and implementation of various budget and forecasting models related to projected costs for various HHSC projects and/or procurements; recommending appropriate action related to projected costs and/or procurement forecasting models with HHSC Fiscal budgetary staff; and assisting with subject financial and price negotiation on major procurements.

May plan, assign, and/or supervise the work of others. Works under minimal supervision, multiple projects with multiple deadlines, and with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:

1. Formulates and administers financial models, processes, and systems related to various HHSC projects and procurements that comply with federal and state laws, regulations, and policies and procedures. Develops and assists in the development of major procurement exhibits while navigating financial policies and provisions for major HHS procurements and contracts, considering existing or enacting state and federal laws, guidelines, rules, and regulations. Develops and implements effective techniques for forecasting future state costs related to various HHSC projects.

Oversees the development and implementation of effective techniques for evaluating programs and various high-profile procurements; such techniques are, but not limited to, CP, cost analysis, cost evaluations, FCR, financial evaluation tools, financial solvency tools, and financial requirements. 2. Coordinates the inspections and reviews of financial information related to various procurements to determine compliance with state and federal policies, regulations, and HHSC procurement provisions. Oversees the preparation of administrative reports, studies, specialized financial analysis, completion of financial reports and recommended changes, and the development and coordination of financial requirements for audits of third-party and final negotiated recoupments and/or payments.
