New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Logistics Bureau works to increase the City’s ability to support emergency operations with a sustained and well-coordinated resources. It is comprised of the Ground Support Logistics, Humanitarian Logistics and Mutual Aid Resource Processing units, and works to ensure that the right personnel, equipment, supplies, and support are in the right place, at the right time, and in the right quantities, across all response and recovery operations.

The Ground Support Logistics unit supports NYC agencies, focusing on the management of resources required to support responding agencies and operations in the field. Ground Support Logistics manages NYCTracker (GPS equipment tracking system), Logistics Staging Area, Credentialing, Interim Flood Protection Measures, Fueling, Generator and Dewatering and other field response operations.

Under the supervision of the Assistant Commissioner for Logistics, the Director of Ground Support Logistics responsibilities include but are not limited to the following:

  • Serve as a Logistics Section Chief for the on call Emergency Operations Center (EOC) team, providing leadership during activations and ensuring coordinated logistical support across all operations.
  • Supervise and direct the Ground Support Logistics Unit, including planning, training, day to day operations, and coordination within the Logistics Bureau, across NYCEM, and with external agency partners.
  • Establish unit goals, oversee progress toward meeting those goals, and provide supervision, guidance, and professional development for all Ground Support staff.
  • Oversee the development, implementation, and maintenance of Ground Support plans, programs, and task forces, including Staging Area Operations, Emergency Fueling, Generator/Dewatering, Interim Flood Protection Measures (IFPM), Body Collection Point (BCP) Logistics, NYC Tracker, and Credential Verification & Access Control (CVAC).
  • Manage IFPM Operations, including annual inventory audits, training exercises, and required maintenance. Coordinate closely with Support Services and Hazard Mitigation to ensure alignment of IFPM operations and mitigation strategies.
  • Manage the unit’s budget, spending, contracts, procurement actions, and resource allocations to ensure operational readiness and fiscal compliance.
  • Lead logistical planning and field operations support, including staging, mobilization, site management, and sustainment operations. Interface with Emergency Support Function (ESF) coordinators such as Transportation, Utilities and Infrastructure, and Health and Medical to integrate Ground Support solutions into citywide response operations.
  • Support and participate in NYCEM and partner agency exercises and drills. Responsibilities include assisting with scenario development, facilitating or observing exercises, delivering logistics specific training, and validating operational best practices.
  • Conduct research, analysis, and studies of NYC supply chains (e.g., fuel, food, critical commodities) to identify vulnerabilities, develop continuity strategies, and support both emergency response and humanitarian relief operations.
  • Collaborate with NYCEM Planning and Preparedness to enhance citywide plans by incorporating logistics, supply chain resilience, transportation strategies, and resource management methodologies.
  • Coordinate City resource needs with available State and Federal assets. Develop and maintain operational relationships with NYS OEM, FEMA, and regional partners to ensure the City can access appropriate support during major incidents.
  • Develop and expand logistical task force capabilities such as emergency fueling, generators and dewatering, and other emerging operational needs ensuring interoperability, training, and mission ready resources.
  • Ensure proper documentation, data collection, and reporting for all Ground Support activities, including equipment deployments, resource tracking, operational metrics, and after action inputs.
  • Maintain unit contracts by overseeing renewals, initiating competitive bidding when required, and cultivating effective working relationships with vendors to ensure reliable service and operational readiness.

  • The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies.
