Position Overview
The Cybersecurity Technical Specialist Level III will support the U.S. Army Test and Evaluation Command (ATEC) as a contractor through Arlo Solutions , providing advanced technical expertise in implementing, validating, and maintaining cybersecurity requirements for DoD information systems. This position plays a critical role in ensuring systems meet Department of Defense cybersecurity standards through the execution of vulnerability assessments, compliance validation, security configuration management, and continuous monitoring activities in support of the Risk Management Framework (RMF) .
The Cybersecurity Technical Specialist will directly support system owners, ISSMs, and system administrators by executing cybersecurity assessment activities, developing and maintaining authorization artifacts, and ensuring compliance with federal cybersecurity policies and DoD security controls.
The role requires strong technical proficiency and hands-on operational experience within regulated military or federal IT environments .
The ideal candidate will possess above-average knowledge and practical experience with enterprise cybersecurity tools, vulnerability management platforms, compliance validation processes, and system security auditing.
This includes demonstrated experience with ACAS , SCAP compliance validation, eMASS artifact management, POA M reporting , and STIGs .
The Cybersecurity Technical Specialist Level III will also support system compliance efforts through detailed control compliance reporting , security configuration validation, and coordination with system administrators to remediate vulnerabilities and maintain cybersecurity posture.
This position requires experience performing system auditing, configuration management validation, and vulnerability remediation support across both operating systems and applications within DoD environments.
Additionally, the role requires a strong understanding of Ports, Protocols, and Services Management (PPSM) processes, including identifying required ports and services, validating authorized network communications, and supporting documentation required for DoD system authorization boundaries.
The Cybersecurity Technical Specialist Level III will work closely with program leadership, cybersecurity engineers, and operational teams to ensure systems remain compliant, defensible, and ready for authorization activities while supporting ongoing continuous monitoring and cybersecurity operational readiness .

Job Responsibilities and/or Success Factors
Vulnerability Assessment and Compliance Support
Perform vulnerability assessment and compliance validation using the Assured Compliance Assessment Solution (ACAS), Host Based Security System/Endpoint Security Solution (HBSS/ESS), and Security Content Automation Protocol (SCAP) tools.
Support system administrators with the application of Security Technical Implementation Guides (STIGs), conduct device hardening, complete technical checklists, and validate compliance through regular scanning activities.
Register, update, and maintain all system artifacts and technical documentation within the Enterprise Mission Assurance Support Service (eMASS) and Army Portfolio Management Solution (APMS).
Assist in the preparation and ongoing maintenance of Plans of Action and Milestones (POA Ms), tracking the status and resolution of vulnerabilities across system lifecycles.
Provide technical documentation and compliance artifacts in a timely and accurate manner, supporting continuous monitoring and RMF compliance activities.
Technical Support and Coordination
Deliver direct technical assistance to system administrators and other stakeholders to resolve compliance issues and ensure the implementation of required controls on Army information systems.
Participate in the technical validation and evaluation of implemented security controls, collaborating with technical teams during audits, incident responses, and remediation initiatives.
Serve as an operational support resource for security control execution and continuous monitoring practices on regulated Department of Defense (DoD) networks.
