Coho Construction Management is seeking an experienced Construction Inspector / Quality Assurance (QA ) Representative to support construction projects at CONUS project sites, with preference for candidates located in or able to work in the Hagerstown/Frederick, Maryland area. This remote, part-time position (up to 30 hours per week) supports federal clients including the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and the U.S. Army Corps of Engineers (USACE), this position provides independent quality assurance oversight to ensure construction activities comply with contract documents, project specifications, applicable codes, safety regulations, and quality management requirements. The successful candidate will work closely with government personnel, contractors, and project stakeholders throughout all phases of construction.
Responsibilities (include but are not limited to):
Conduct daily quality assurance inspections to verify construction activities comply with contract drawings, specifications, and applicable codes.
Participate in the contractor's Three-Phase Control Process (Preparatory, Initial, and Follow-Up inspections) and review daily quality control reports.
Identify, document, monitor, and verify correction of construction deficiencies and non-conforming work.
Verify installed materials, equipment, and workmanship conform to approved submittals and project requirements.
Review design documents, shop drawings, product data, and contractor submittals for compliance.
Attend construction progress meetings, quality control meetings, and safety meetings, documenting discussions and action items.
Monitor project progress, identify potential issues, and communicate findings to Government project managers.
Witness testing and commissioning of mechanical, electrical, plumbing (MEP), fire protection, security, and life safety systems.
Assist the Government with evaluating contractor payment requests based on completed work.
Support project closeout activities, including punch list inspections, as-built drawings, Operations Maintenance (O M) manuals, warranties, and final documentation.
Monitor contractor compliance with OSHA safety standards, environmental regulations, and project-specific safety requirements.
Maintain organized quality assurance documentation and prepare daily, weekly, and monthly inspection reports.
Perform additional duties as assigned in support of project objectives.
Essential Job Qualifications and Requirements:
Clearance
Must be eligible to obtain and maintain a Public Trust determination
Education and Certifications:
Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related field with a minimum of three (3) years of construction inspection experience, OR
High School Diploma/GED with a minimum of seven (7) years of construction inspection experience
Required Experience and Skills:
Ability to interpret construction drawings, specifications, contract documents, and applicable building codes
Strong knowledge of commercial and federal construction practices and quality assurance procedures
Excellent written and verbal communication skills
Strong organizational skills with the ability to prepare accurate inspection reports and maintain project documentation
Proficiency with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint)
Preferred Qualifications
Previous experience supporting U.S. Army Corps of Engineers (USACE) construction projects
Experience supporting DHS, ICE, or other federal construction programs.
Current OSHA 30-Hour Construction Safety certification
ICC, NICET, or comparable construction inspection certification
Familiarity with RMS/QCS, Procore, or other construction management software
Experience with design-build and design-bid-build federal construction projects
Competency Abilities
Thorough understanding of federal construction quality assurance procedures.
Strong analytical and problem-solving skills
Ability to identify construction deficiencies and recommend corrective actions
Excellent interpersonal skills with the ability to collaborate effectively with contractors, engineers, architects, and Government representatives
Ability to manage multiple priorities while maintaining exceptional attention to detail
Ability to work independently with minimal supervision in active construction environments
Physical Requirements
Ability to work outdoors in varying weather conditions and active construction sites
Ability to stand, walk, climb ladders, navigate uneven terrain, and perform inspections for extended periods
Ability to lift up to 30 pounds
Ability to wear required personal protective equipment (PPE), including hard hats, safety glasses, high-visibility clothing, and safety footwear
