Quality Control Manager / Site Safety Health Officer (Double Hat)

Location: North Charleston, SC, US

Salary: $120,000 - $120,000 per year

Experience Level: Mid Level

This combined Quality Control & Site Safety Manager role ensures that all construction operations meet strict quality and safety benchmarks. The ideal candidate brings a deep understanding of regulatory compliance, experience managing both quality assurance and health/safety programs, and leadership to supervise field crews and subcontractors with authority and clarity.

Key Responsibilities

Lead project inspections, safety audits, training sessions, and reporting protocols.

Manage the three‑phase inspection process (Preparatory, Initial, and Follow‑Up).

Review all submittals for compliance with design documents and contract specifications.

Conduct daily quality inspections and maintain detailed records and reports.

Monitor project progress against quality benchmarks and suggest corrective measures.

Oversee the development and maintenance of project as‑builts and closeout documentation.

Supervise and instruct subcontractors on quality assurance procedures.

Maintain and implement systems for defect tracking and corrective actions.

Serve as the liaison during government quality inspections.

Implement and manage the site‑specific safety and health program in accordance with regulatory standards.

Conduct daily safety walkthroughs, identify hazards, and ensure immediate mitigation.

Develop and lead safety meetings, orientations, and toolbox talks.

Oversee creation and updating of required safety documentation, including APP, AHAs, and incident logs.

Investigate and report all incidents and near‑misses with detailed root‑cause analyses.

Ensure all employees, subcontractors, and visitors comply with PPE and site‑specific safety protocols.

Participate in pre‑construction planning and safety reviews with all stakeholders.

Certifications

USACE Contractor Quality Management (CQM) Certification

OSHA 30‑Hour Certification

EM 385‑1‑1 40‑Hour Training

First Aid/CPR/AED Certification

Experience

Minimum 3 years in construction quality control

Minimum 3 years in safety management on federal or large‑scale commercial projects

Working knowledge of RMS 3.0 software preferred but not required

Other Requirements

U.S. Citizenship or Permanent Residency

Ability to pass a background check and maintain a clean driving record

Ability to travel and work onsite across various regional projects

Bachelor's degree in Construction Management, Engineering, Occupational Safety, or a related field preferred-but equivalent work experience will be considered
