Under the general direction of the Dean of Enrollment Services or designee, serves as the technical authority for one or more related specialties within Admissions & Records; assumes technical responsibility for the completion of projects; performs or oversees all or most of the systems development life cycle and ongoing administration functions and area operations, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post implementation assessment and administration; directs and participates in complex studies.

Essential Job Duties and Responsibilities:

Administers applications and operations for functional areas of the college (e.g. finance, human resources, student, financial aid, etc.) for the purpose of ensuring availability of services to authorized users.

Designs a variety of programs to functional area software applications (e.g. reports, queries, software interfaces, etc.) for the purpose of ensuring effective and efficient use of the acquired software applications.

Maintains software applications for functional areas of the college (e.g. business applications, student records software, software upgrades, interface scripts, report generation, etc.) for the purpose of ensuring efficient operations under the college’s standards.

Manages assigned projects and program components (e.g. applications interfaces, updated applications software, etc.) for the purpose of delivering services in compliance with established guidelines and objectives.

Participates in a variety of planning and development activities (e.g. long-term plans, required updates, new applications, etc.) for the purpose of providing information to support web needs and requirements for the college.

Prepares written materials (e.g. procedures, system level documentation, reports, etc.) for the purpose of documenting activities, providing written reference, and conveying information.

Recommends equipment, supplies, and materials (e.g. applications software that meets system requirements, migration to updated software, etc.) for the purpose of acquiring required items and completing jobs efficiently.

Researches a variety of work-related topics (e.g. trends, products, equipment, tests, etc.) for the purpose of acting as a subject matter expert resource and recommending procedures and purchases.

Responds to inquiries from a variety of sources (e.g. staff, administrators, college personnel, outside vendors, service providers, etc.) for the purpose of providing technical assistance and support.

Troubleshoots malfunctions (e.g. incorrect information generated from queries, software bugs, etc.) for the purpose of resolving operational issues and restoring services.

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

SPECIAL CONDITION: Recent and verifiable experience utilizing BANNER Software, such as BANNER accounting modules to analyze financial aid budgets; balance accounting books for each financial aid program such as financial aid grants, work study grants, board of governor's grant, student loans, CalWORKS/TANF, other sources of matching funds (HSA Dept.), credit and non-credit financial aid programs, Federal Work Study budget for entire college and yearly FISAP report through Banner.

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
