We are a growing multifamily and affordable housing management company operating LIHTC, USDA RD, and conventional properties across Idaho, Arizona, and surrounding states. We are seeking a proactive, detail-oriented professional to lead human resources, compliance, and legal affairs functions in support of our property management operations.

Position Summary

The Human Resources, Compliance & Legal Affairs Manager serves as a key strategic partner to ownership and property management leadership. This hybrid role combines human resources leadership with regulatory compliance oversight and legal coordination for a multi-state multifamily portfolio. The successful candidate will develop and implement policies, manage disputes, ensure employment and housing law compliance, oversee employee lifecycle processes, and support risk mitigation across all properties.

Key ResponsibilitiesHuman Resources Leadership

  • Lead full-cycle recruitment, onboarding, and orientation for new hires across all properties
  • Administer employee benefits programs, including enrollment, changes, and employee education
  • Maintain accurate and confidential employee records, personnel files, and HRIS data
  • Coordinate employee performance evaluations, Performance Improvement Plans (PIPs), and performance initiatives
  • Develop and deliver training programs for property staff on HR policies, customer service, safety, and compliance topics
  • Manage employee relations issues, investigations, disciplinary actions, and terminations in compliance with applicable law

Compliance & Regulatory Oversight

  • Ensure portfolio-wide compliance with Fair Housing Act, ADA, HUD, LIHTC, USDA RD, HOTMA, and state/local landlord-tenant laws
  • Assist management with policy development, lease addenda, house rules, and operational procedures to maintain regulatory compliance
  • Monitor changes in employment law, housing law, and industry regulations; recommend and implement updates
  • Coordinate reasonable accommodation requests, grievance procedures, and compliance audits
  • Support preparation for management and occupancy reviews (MORs), inspections, and regulatory reporting

Legal Affairs & Dispute Resolution

  • Manage and resolve disputes involving employees, residents, and vendors; serve as primary liaison with outside legal counsel when needed
  • Review and respond to EEOC charges, unemployment claims, workers’ compensation matters, and demand letters
  • Assist with lease enforcement, eviction coordination, and tenant-landlord dispute resolution in compliance with state law
  • Review vendor contracts, service agreements, and insurance requirements for risk exposure
  • Maintain confidentiality and exercise sound judgment on sensitive legal and personnel matters

Qualifications

  • Required: Bachelor’s degree in Human Resources, Business Administration, Legal Studies, or related field or equivalent experience
  • Required: 2+ years of progressive HR experience, with at least 2 years in a compliance, legal affairs, or multi-site property management role
  • Required: Strong working knowledge of employment law (Title VII, FMLA, FLSA, ADA) and Fair Housing / landlord-tenant law
  • Required: Experience developing policies, conducting investigations, and managing employee relations and performance processes
  • Required: Excellent written and verbal communication skills; ability to train and influence staff at all levels
  • Required: High level of integrity, discretion, and ability to handle confidential information
  • Preferred: Experience in affordable housing (LIHTC, HUD, USDA RD) compliance; SHRM-CP/SCP, PHR, or paralegal certification; multi-state (ID/AZ) regulatory knowledge
