The Deputy Chief of Professional Standards assists the Fire Chief in providing leadership and oversight of department operations, ensuring operational excellence, regulatory compliance, and continuous organizational improvement. This position provides strategic direction for Emergency Medical Services, training and professional development, incident management systems, and internal compliance programs while supporting the department’s mission and service standards. The successful candidate must also fulfill all duties and responsibilities of a firefighter as defined by the State of Minnesota.

- National registered EMT, Firefighter II, Hazardous Material Operations, and Fire Officer I certified by Minnesota Fire Service Certification Board or equivalent.
- Certification in NIMS IS-100, IS-200, IS-700, IS-800.
- Fire Inspector I certified by Minnesota Fire Service Certification Board or equivalent within 1-year of hire.
- Certification in Blue Card Local Hazard Zone Management within 1-year of hire.
- Blue Card Instructor within 1-year of hire.
- ICS 300-400 certified within 2 years of hire.

Essential Position Functions
- Provide Strategic Leadership to Guide Positive Organizational and Community Outcomes.
- Promotes effective communication and collaboration within and outside the organization.
- Oversees and establishes minimum training and performance standards and safety practices. This includes development and facilitation of an annual training plan that supports maintenance of all required credentialing.
- Coordinates quality assurance program/practices to ensure the department is meeting the city’s expectations, the community’s needs and industry best practices.
- Direct development, review, and enforcement of department policies to ensure compliance with federal, state, and local regulations.
- Oversees and facilitates the department Cadet Program.
- Supervises and directs staff assigned to facilitate training and professional standards duties. This includes the onboarding and academy process for new hires.
- Ensures submission of applications and documentation for credentialing and reimbursements.
- Serves as the acting fire chief in the absence of the fire chief.
- Performs other duties as assigned by the fire chief.
- Completes assigned projects and tasks within established deadlines.
- Oversee Department Personnel, Policies, and Safety.
- Assists and advises employees in the operations of the department.
- Investigates and responds to complaints and inquiries.
- Ensures compliance with City and department policies, guidelines and practices.
- Serve as liaison with the department Medical Director to support protocol development, quality assurance, documentation of variance use, and evidence-based clinical practice improvements.
- Direct EMS Quality Improvement (QI) and Quality Assurance (QA) programs, including case review, data analysis, corrective action planning, and performance benchmarking.
- Monitor credentialing, licensure, and continuing education compliance for all EMS and fire personnel.
- Oversee controlled substance management, documentation integrity, and infection control programs.
- Ensure compliance with HIPAA, state EMS statutes, and risk management requirements.
- Analytics & Performance Management
- Stays current on developments in the fire industry, including industry standards and best practices.
- Oversees collection and reporting of EMS and fire response data, including NEMSIS reporting compliance.
- Utilizes performance dashboards and analytics to identify trends, reduce liability exposure, and improve clinical outcomes.
- Prepares executive reports and presents findings to leadership and governing boards.
- Provide Emergency Response to Our Community.
- Responds to emergencies, performing industry and department standard knowledge, skills and abilities that include EMS, fire, rescue, investigation, prevention, education, code enforcement, and command functions. This is e…
